For the first 10 years of marriage I never went more than a day or two without shaving, and my wife didn't care for the touch of that much stubble. Occasionally we would make a game of it, my trying to rub it against her breasts or thighs or face, and she would exclaim "No whiskers!" and pull away and I'd have to chase her down - but the whiskers were never useful in the more serious stages of foreplay.
But after I started wearing a full beard (think, "Rabbi", or "Professor" - though I'm neither!) we found that the whiskers were useful and stimulating in our lovemaking - yes, even "down there". (And I love to feel her stroke them or run her fingers through my beard!) I don't think I'm anywhere near "sandpaper", though - depending on how firm or light the touch, and whether I rub with the grain or against it, it ranges from lightly tickling to something like a heavy paintbrush feel.
If your lady doesn't care for the texture, try to grow your whiskers a little longer and see if it gives her a different experience.

 I occasionally get lazy with shaving, generally no more than a week and in my "travels" I find it depends on the lady really. Some may find direct contact with the clit to be a bit much, some may love it, others won't even notice. I think the best test would be to run your hand against the grain of your goatee and see if the hair is long enough to bend over. If it can then it should be fine. But if its at the stage where its longish but not enough to properly bend and can be kinda jagged to the touch, that's when you might wanna go slow for a bit to see if its a problem for her.

 Personally, it depends on the facial hair. An ex of mine had rough facial hair so it was kind of uncomfortable. Another ex had softer facial hair, so it was better.
It also depends on the girl. Ask her if it's something she might like you to try. If she doesn't like it, then don't do it anymore.

 Having some facial hair can be a turn on for some women, creating a tickling sensation, but you need to be very careful that it doesn't irritate the sensitive skin and cause a rash!!!
