To reiterate what everyone else has said, you ARE to young, even if you think you are mature enough! You have the rest of your young adult life to have sex, for now you should enjoy the simplicity and lesser responsibilities of being a (just turned) teenager. A lot of people want to grow up too fast and when they have, you can't turn back. At your age you can't possibly find something that could be considered a 'meaningful relationship' enough to sleep with that person. I'm going to take a guess and say that a lot of your friends have already have sex, and this has influenced your decision to want to do the same? If that is the case, wait, good things come to those who wait.

Well that's good news then.
Underage sex is a terrible idea, and is absolutely, 100% guaranteed not to be the experience you are probably expecting it to be.
I agree that you should perhaps masturbate more often. Masturbate while fantasizing about having sex maybe.
But having full on sex at 13 is disastrous idea, and you should wait until your late teens at the very earliest before you decide to embark upon a sex life as you will be more mature and more aware of your own decisions and there consequences.

 Go talk with your parents about your feelings.
Or a school guidance counselor or even your spiritual leader of whatever belief system you follow.
At then end of the day even though you are a young teen it will end up being your choice.
Hopefully talking to someone about it who is more responsible and cares for your welfare will discourage you.
However on the small chance that you still choose that path, hopefully you choose to stay a virgin, you will be well informed on all the aspects and possible hurt that can come from having sex.
And believe me, you can die, be financially burdened, or even suffer for a lifetime physically and mentally from irresponsible sex.
