 The word 'average' is very misleading.
The mathematical term for average is the 'mean'. To calculate that you count all the sexual partners everyone has had, and divide by the number of people.
The result for men and women should be very nearly identical (although since there are different numbers of men and women, and frequency of homosexuality, it's not exactly the same).
The 'median' is the 'middle' amount. If you lined everyone up in a row in order of increasing number of sexual partners, and then counted the person half way along the line, it would give you the median.
There is no reason to assume that the median for men and women is at all similar. My guess would be that the median would be considerably lower for women. My assumption is that most women are somewhat less promiscuous than men, but that a small number are very highly promiscuous. Plus there's prostitutes (who have thousands of sexual partners).
Then there is the 'mode'. That is the most frequently occurring number. This would be 'zero', since there are more virgins in the world than people who have had a single specific number of partners. Although if you start raising the minimum age that you count from, then the mode might rise to one or two. But i very much doubt any higher.
We have a tendency to focus on the 'average' as the important figure, but it's only one of many, and it's questionable which is most relevant and important.

Your theory is flawed. You're not taking into account people who aren't straight, those who cheat, those who decide to be with only one person forever or those who decide to be extremely promiscuous.
A man could sleep with a lot of people while he is young and then settle down later on in life with one woman. That woman could have waited for sex with the right person until then. Or the other way around.
Your theory would only make sense if everyone had the same kind of relationship, if everyone was straight and if everyone lost their virginity to virgins of the same age.
The statement that men sleep with more women is a stereotype. However stereotypes are based on facts in one way or another.
I do agree that this stereotype is no longer valid in this day and age but it is greatly false to say it's a "mathmatical certainty" that women on average have slept with more people than men. If you can come up with a mathmatical equation to prove this, i'll gladly eat my words.

You may well be right but it may be the case that in general women have less partners EXCEPT the ones who have a lot of partners(and we know they are out there). So, basically say there are 20 women and 20 men. 3 of the women are tarts and all the men have slept with them and then had one of the others. The tarts will have had 20 partners each, the other 17 women will only have only had one partner but the men would have had 4 (except the 3 men who stuck with the tarts who would then only have had 3 partners). When I was in my early twenties, a fellow single parent and I sat at her kitchen table one Xmas day partying all day long, having a blast, since our kids were spending the day with their fathers. She asked me how many partners I had had up to that point. I proceeded to make a list on paper, and the higher the number became, the more hysterical we were both laughing. When all was said and done, the total came to 79. That was in my twenties.Here I am 25 years later, and though I've settled down considerably once my 2nd son was born when I was 34, I continued my promiscuity well into my thirties. I've had plenty of one-night stands, plenty of short-lived dating partners (a few weeks), and a few long-term relationships. You do realize that in different parts of the world, different norms are practiced when it comes to sex, right? For instance, in some regions in Asia, divorces are high during lean times and (re-)marriages are high during harvest periods. By the time a woman is in her 40s, she may have had at least half a dozen divorces. Men, on the other hand, keep remarrying way into their 70s ... with women half his age or younger. And yes, that leaves more single mothers with children without any support whatsoever from their ex-husbands! So by this explanation, yes, these men have more sleeping partners than women (even if women outnumbered men in statistics!).
If you did this survey in countries where the majority of the population is Muslim for instance, I am pretty sure that you will get more men to say they have more women sleeping partners than vice versa. Patriarchal society and all.
As I said, this "survey" is trivial but will surely be a conversational piece only. But hey, you're brave! ;-)
