No way. If he is not comitted to you then he is just lustful. Theres a big difference between lust and love.
He is probably in love with himself more.

I love french fries, I love my friends, I love my family but I'm "IN" love with my girlfriend... big difference.

You can't help how you feel. So technically, it is possible to love two women but how does he act on it? Is he trying to make a choice? A heart must be wholly devoted to one person, love must be given but once devoted, a heart should not be shared, I don't know if I explained that correctly. What I mean is, he has to make a choice and commit to one girl or his 'heaven' will quickly shatter into a dark hell.
