Probably an ice breaker, it's better to compliment a girl for something other than her looks I.E 'I like your necklace' or 'Those shoes are great' lol

Chances are it was meant to be a general compliment to you. It's more of an innocent one that doesn't run the risk of you immediately thinking he has other motives. Of course he may just have liked the shoes. There are tons of guys now who are into shoes.
