 If that is the only "evidence" I would give him the benefit of the doubt. But if there are other signs like:
1. Mysterous cell phone numbers
2. Staying out late with no explanation
3. Trying new positions with you
4. Suddenly extremly good hygene
then he is cheating.

 The only way I think a person could get a thigh rash from getting head would be if the person doing it had facial hair/stubble.
Probably just chaffing tho from weight or too tight clothes.

 2 red big patches... Tell him to see a doctor about it. Could be a rash from boxers. Or maybe he's wearing too tight jeans? As for the patches appearing from you giving him head, I dont see that happening. If you do then I am sure you have your reasons, but I've never heard of any who's head as, or experienced my head, rubbing against the guys inner tights while giving head. We usually focus on the penis, not the scrotum. And unless you got some hair gel that he reacts to and grin your head up against his thighs, I dont see how that is happening.
A crazy idea hit me, this is out there but, are you wearing long ear-rings while giving head? Some people have allergies towards certian metals, could it be he is having an allergic reaction to them?

 Unless you have some seriously overgrown facial hair, I'd be wondering what's up with that, myself. I think it's very unlikely that you could have given him said rash in the process of oral sex Like, in what position, exactly, would that occur? I vote for "something else" I don't have a clue what else, but I'm fairly certain it's not you. If he's tossing it back on you as though it's your doing, then it's highly probable that it has nothing to do with you. I suggest you determine if it's catching or not. I'm thinking he's got a secret of some kind. Maybe he just needs a Thigh master to trim up his thighs some?
