I would say to have him get checked out just incase... I've heard that its normal and that sometimes guys can get zits on their genitals but I've never seen it myself lol.

If it's just a pimple and nothing else, that's not a problem. But not to put a fine point to it, he needs to see a doctor to rule out anything else, such as illness or STI's.
