I'm not going to get into the legality here. I'm not a lawyer and I believe that the age of consent differs from state to state. And it depends on the age of the partner.
Yes, oral sex is real sex. Sex is NOT JUST intercourse. If it involves your hands, your mouth and various other body parts (and not just genitalia) it's sex. If you're sitting on the couch making out, that's sex. If you're in the back seat of his car necking, that's sex. I don't know if your school's health classes cover this or not, but all of those things I mentioned are sex. Just because he hasn't penetrated you doesn't mean that you didn't have sex. So yes, you and this 18 year old have had sex and yes, he could get in some big trouble for it.

Are you referring to Bill Clinton's comment when he was president, "Oral sex isn't sex?" Unfortunately, by statute, even fondling is considered sex as far as it being an abuse if someone 18 or older partakes with someone under age. This is because, at 15, the law doesn't recognize you as being old enough or having maturity to consent, therefore anything sexual is considered against you will. I hope this answers your question.
