While we were walking in a group a girl who hangs around me sometimes threw her hands around my neck and snuggled me while we were walking to some shops. Needless to say I felt very warm after that. She could've done this because I looked very cold, which I was, but I also don't know whether she did this because the opportunity arose.Does this mean she could perhaps like me, or she's just flirting to see if I will return the favour? She's also tried to feel my biceps at a lecture as well as my abs. She's the type of girl who goes clubbing and pubbing often and can be very flirty with guys so I don't know whether this is the case.

This is a good sign! Unless she touches other guys as well, I would say that she finds you attractive. If you like this girl, ask her out. As Jmtmj said, "What have you got to lose?" The worst she can say is no.
Ask her out on a date, and let us know what she says. Good luck!

This happened last year...? Have there been more recent instances of her touching/flirting?
Some girls are just naturally flirty with every guy they seem to meet (and vice versa), so if you've seen her act like that around other guys, I probably wouldn't read too much into it.
By all means though, try playfully flirting with her and you'll soon get an idea of whether she's keen on you.
What have you got to lose?

It sounds like she is flirting with you. What exactly she means by the flirting is another matter. Perhaps she just enjoys a flirtation, or perhaps she really likes you. I'm sure she at least has a soft spot, or why would she bother flirting at all? If you really like this girl, you have to decide if you want to risk a friendship/potential discomfort or carry on as you are. If you won't be utterly devastated if she says no, I say go for it! You only live once.
And there's only one way to find out-ask her.
Good luck whatever you decide!
