I think the best course of action would just to remain friends with her and try to focus my time and energy toward something/someone else.

I know it is not easy when you have feelings for a person and they don't feel the same way,this is probably not what you want to hear,but if she keeps turning you down and dating other boys,she obviously does not have feelings for you the way you have for her,I feel you have to get over this girl and get on with your life there will be someone for you out there,or why do you not be friends with this girl,it is amazing what friendship can develope into

For what ever reason shes not into you.
Try to take up new hobbies/sports/interests and move on and find someone who wants to be with you or you will end up deeply hurt

You need to end contact with her. That's the only way you'll ever move on. She has made it clear on more than one occasion that what you two have will never go any further, and at this rate you'll end up with a restraining order on you.
