Tampons are really unhealthy and pads are not convenient. I discovered menstrual cups a few years ago and they are amazing. I have been using one for a couple of years now and it's nice not to have to deal with the mess of pads or the health risks of tampons.
You buy one silicone cup (they are made of the same thing artificial organs and such are made of. Doctors put the same thing in people's bodies) and one cup, if you take good care of it, will last you for up to 10 years! That is a lot less expensive than tampons or pads!
The cup collects the blood internally, so it's convenient like a tampon, but there are NO health risks associated with them.
And when you use them you just wash it thoroughly each time you empty it and there is no garbage or waste. You are doing a great thing for the environment then too.
They have a great community at live journal for those interested in learning more about them. Once you read up and learn and can tell your mom about all of the great benefits, I bet she might even consider one herself.
As far as telling her, just be honest and open with her. You mom loves you and she cares about your feelings. I'm sure she will consider what is best for you.
Here is a link for the live journal community: http://community.livejournal.com/menstrual_cups/ There are other alternatives to cups, pads and tampons too. Women have a lot of options these days that are so much easier and healthier than pads and tampons, so it's good to learn about them while you are younger. I sure wish these options were more well known about when I was a teenager!
I wish you lots of luck. :-)

The only thing about tampons is there is that really slim chance that you can get diseases from them. Like if you keep them in for too long of there is something already on the tampon itself.
That's what my mother freaked out about when I switched to tampons. But yeah, I would just talk to her and say that pads are really uncomfortable for you and you'd like to make the switch. There are tampons of all different sizes, so you can be comfortable. The first couple times it's a little strange, but she should be ok with you making the switch.
Just be honest and up front. It's worth it, because tampons are a lot more comfortable than pads. Good luck.
