I'm one of those guys who appears to be confident and cocky... That is, until I see a girl I really fancy... Then the nerves kick in and I turn all shy.
Personally, I don't see ANY issues with girls making the first moves.

I think in this day and age it does not look to out of place for a girl to make a move on a guy, as it did years ago. If you like this guy be nice to him while he is working, make him drinks, maybe some lunch and throw in some light flirting as well. Wait till he has finished the job at the end of the day and ask him if he fancies doing something one night.
