He's cheating. He is just telling you that so you are more comfortable with the idea while he is getting both of you. He is winning here while both of you are the ones losing. Just get rid of this guy, nothing good will even come from him leaving his gf now anyway. Trust me and don't feel bad for falling into this because I fell for the same thing with this girl a few years back.
