could, but it could also just mean he wants sex without having to worry about a condom or getting you pregnant. Personally i would do both just for safety, think of it like a firewall on a computer, condoms are like windows firewall they work but is easily hacked and doesn't fully protect(it breaks easy just like a condom). While the birth control is the beastly firewall you pay 20 bucks a month for.
