Since he's still going out without you, I would be suspicious for sure. It could be innocent, but it may not be. I'd confront him directly.

if he "loves me so much" he shouldn't want to be prepared or have it just in case he should turn down the opportunity to have sex with another woman if he were in that situation

it's like a safegaurd for guys- nobody wants to be caught out by lacking a condom, it's pretty much standard procedure

Don't remove it, as "fishdish" suggested, but put a pin through it.....?

Maybe this is too sneaky, but I'd consider taking it out of his wallet. If he doesn't mention it and you look at it again and see that again it's been replaced, I'd ask about it. Or, maybe he'll notice it's missing and ask what happened and then you two could talk about it.

YUP!He has it in his wallet "JUST IN CASE" he gets himself in a situation where he may need it. I used condoms with my ex. He kept a condom in his wallet "just in case" we were out and about and needed it. Once we stopped using condoms he didn't carry that condom in his wallet anymore - what was the point, he didn't need it as we were not using it. Something to think about.
