You're the female, so I wouldn't do anything but receive what he gives--if anything. Unfortunately men don't think as well as women, and I often find myself reminding my husband of holidays, including Valentine's Day and my Birthday. Could you believe that my husband even forgot our 1 year anniversary??? Geesh! Most men are slow, so I wouldn't get my hopes up.
I agree with Denise32--a card should do the trick!

Maybe just send him a light, perhaps humorous Valentine card.
I really wouldn't make it too much of a big deal, or laced with a lot of romantic stuff........
