Ahhhh Gina you are a sweetheart but . . . .
Guys just think differently , no emote differently.
Any way, if you want to pamper you man, A steak and a blow job is the way to go. See Steakandbjday.com for the whole explanation.
Let him take care of you on Valentines. Then, if he does a good job, You Take care of him next month. We tried a form of this last year and as a guy I much preferred it. Allowed me to completely concentrate on her when it was my turn,(guys can only think of one thing at a time), and to enjoy my reward with out any feelings of guilt for spoiling her day.

give him a gift certificate to Victoria's Secret and tell him to pick out something for you to wear so that you can give him a show later :) …and some booze if you can get your hands on it :p (i've never done this though…just got the idea…hmm) lol…or a porno…or his favorite food…food is always good…cook him something…my boyfriend's favorite things would probably be food/sex/video games…sadly probably all equivalent of one another

To be blunt, Don't bother, He won't remember anyway.
On the other hand, if he has a history of remembering special days with nice gifts, give him a public display of affection that is appropriate to your relationship, and say "Happy Valentines". He will remember that much longer than a store bought gift.
Just remember Guys think differently than Girls.

Last Valentine's Day I gave my fella 4 hot dates - I got a gift certificate for his favorite restaurant for us to go to, a gift certificate to the movies, the Chinese Garden (romantic for me) and a gift certificate to a spa so he could get a much needed massage.
It was the gift that lasted for a month! An extra hot date a week!
He'll love whatever you get him, if it's from the heart. Good luck!

Well, what is he into?
Get him something that he needs rather than something he wants - trust me, it's better!
I received an external hard-drive for Valentine's Day last year and it might not have been romantic to some, but it was HIGHLY useful and definitely more memorable than a box of chocolates or flowers.
Hope that helps a bit! :)
