OldGuy has is about right, but here's the skinny:
The purpose of precum is to help lubricate, and yes, it can contain some sperm. And as OldGuy said, it is usually clear and slippery, due to its purpose. It typically appears at the tip just prior to cumming. Some girls do not much like its taste while giving head, but it can be wiped away prior to ejaculation.

'cum' is actual ejaculate with contains many more sperm than precum and is whiter, thicker, and stickier, and usually stronger smelling. ejaculate or 'cum' is released when the man orgasms.
hope that helpedd! good luckk!

reader, anonymous, writes (26 October 2009): "Pre-cum" is a term for the secretion of the Cowper's glands. This is a clear, slippery liquid, designed to prepare the urethra for the passage of semen by making the environment hospitable, e.g. non-acidic. Pre-cum can contain sperm, which is why withdrawal is ineffective as a method of birth control. The amount of pre-cum will vary from man to man and from encounter to encounter, depending upon factors such as how long foreplay lasts.
"Cum" is a term for semen, which is released at ejaculation. Semen is mostly made up of fluids from the prostate gland designed to nurture the sperm (which come from the testicles) on their journey in search of the egg. Semen is usually whiter, thicker and stronger-smelling than pre-cum, and there is usually more of it. And of course semen contains a much larger number of sperm than pre-cum.
Hope that helps.

If someone asked you what that little symbol the teacher keeps writing on the blackboard with a horizontal line with a little dot above and below it, is it really enough to help them its a "division sign" or do they probably need a lot more help?

Pre cum is before ejaculation and the male orgasm. There can be a small amount of sperm in it, so yu can still get pregant. Cum is when the male orgasm and fully ejaculates.
