Many times men see a pretty woman and they look her over. If they're single they may lust over or desire her and do something about it. They may just notice. It all depends on the frame of mind at that moment. There is nothing wrong with either. If you see a person and you're attracted or REALLY attracted to that person...so what. As long as you're respectful you're entitled to feel however you felt. You can't stop a feeling or stop your eyes from noticing something. You can only control how you behave.

Admiring beauty is completely passive. It's the same way you would look at an object, like a painting, shoes, cars, etc.
It's the difference between looking at someone's car and thinking "that car is a nice colour" and "I really want to drive that car".

I suppose that admiration and lusting is the reason behind it. If you lust after someone it implies that you would like to act on how you're feeling towards them. However if you just admire their beauty, like a piece of art, and it never evens crosses your mind to act on the feeling, it's different to lust... make any sense?
