 I dont' know why it turns guys on. I asked my husband the same question and he says it just does. I guess it's natural. But I see nothing natural about spraying your cum all over the person you are trying to love. I find it rude and degrading. But like Farris said it's probably because of porn. Men and women both unfortunately think that this is how you are supposed to act in the bedroom.  Probably the fact that most women aren't too keen on it! It could also be to do with the fact that this kind of thing is shown a lot in porn or the like and perhaps by imitating this, it makes them feel more the way they "should be" according to the media; IE. more masculine.
Anyways, I wouldn't say that this kind of thing turns on ALL men, just in the same way that ALL women aren't disgusted by it. I know at least two men who enjoy full penetrative sex with their partner mainly because it's less messy (as opposed to masturbation where there's a certain amount of clean-up afterwards).
