It's possible to get skin infections/fungus from moisture in there if you don't towel it off after showering. Or like harleygirl said, you could have an allergy to certain metals (like on a belt or the button of your pants).

If you don't have any piercings it could be where you have not dried the area properly and the skin has become irritated. Try going along to your pharmacist and letting them take a look. I think it might be something easily cured with the correct topical cream.

It sounds like it would be some sort of rash possibly because something got in there. If it doesn't go away in a day or two I would go get it checked out. Also you may want to try a cortisone cream which should take away the itch. That you can find at any pharmacy.

Have you worn any belts lately? It could be a rash or allergic reaction to the metal in the belt buckle. I have the same issue. If i don't wear and undersirt when i wear a belt my belly button gets read and itchy and it's a huge nightmare. You might test that by wear an under shirt tucked into your pants. If it goes away after a few days than it's probably an allergic reaction like mine is.
