Well it's *extremely* unlikely to happen naturally as the whole point of a vasectomy is to permanently prevent pregnancy.
Having a vasectomy reversed is also not 100% as far as I know, and it requires him to go through another round of surgery and recovery which may prove very uncomfortable for him.
Vasectomy doesn't prevent the production of sperm, it only means that they can't make their way out through the penis. So usually in your situation, artificial insemination is performed... you'll both need to undergo a small procedure in which sperm are taken up from him via syringe and then 'given' to you. I'm not sure what sort of planning, etc. you'd have to do for this in the US though, so you'll have to talk to your doctor.
The bottom line is, yes you can definitely have a baby, but not in the natural way.

Your chance of having a baby without reversing his vasectomy is 0%. That's the whole point in having it done. To prevent pregnancies...
It will have to be reversed. Some can't be reversed, I do believe. How long has it been since he had it done?
