Has he hit puberty? Girls mature much younger these days and he may not be ruled by testosterone yet. Definitely keep him as your best friend and be open to things changing as he grows. It's OK to be a bit flirty and see if he responds, though a newly hatched teenage male probably doesn't know a thing about female body language.
Women worry a lot about having male friends and losing them by getting into a relationship. That may be true sometimes, but not in my experience. This one will probably answer itself in time, but you can't push it unless he old enough to be obviously interested in girls on a physical level.

You have a great friendship, it would be a shame to ruin it otherwise. Stay friends and wait and see if he changes his mind in time.
