 I agree, ..there is no reason for a healthy (no STI) hygenic (washed) guy to smell offensive, ... and I will say the same for women.
If they have had sex or urinated recently prior to a subsequent wash, then yeah, you might get exposed to the scent of urine, vaginal fluids, or semen. Particularly with a guy with a foreskin as all can at times get traces trapped between the head and the skin, ...but it should not be overly offensive in any case and is nothing a wash won't fix, ... regardless, they should be washing under their foreskin regularly anyway to remove such things and prevent smegma build up.
How about you suggest a bath or shower with your guy before oral. If you worry it might seem offensive then take the initiative and next time he wants to go down on you, tell him you want to take a few minute body wash first to freshen up for him and from that give him the idea of what you expect in hygiene standards when it comes to sex.
