Like, we stare at each other, and sort of always seem to find each other. Idk. Anyway, I find that he gets really jealous of my guy friends, like today he was walking by and I was joking around and laughing with a guy friend and he glared at me and looked super jealous. He also tried to flirt with random girls RIGHT in front of me to make me jealous. It's so stupid. Why is he doing this??

Because he likes you. He's a typical young guy and is a little immature. He's doing this to get exactly the reaction you are having (aka "grrr"). You already know that's what he's doing, and you already know exactly why! You said so in your question even.
Don't respond to his little tricks and actually get him to ask you out on a date. Better yet, do it yourself!! Have initiative. Take charge.
Best of Luck
