However, if he doesn't believe you, then look up on the internet some of the American Dairy Council adds for "Got Milk" where they show actresses and actors with a milk mustache.
Tell him that if semen volume and sperm counts increased with drinking milk, they wouldn't be running those adds...the connotation just wouldn't be "OK".
Think about that one for a while.
Also, the American Dairy Council wouldn't even have to run those adds if this was true...men would be walking around with bottles of milk in their hands, soda and bottled water sales would plummet.

If he's very active in the gym and is healthy, chances are his blood circulation is very good thus why he may produce more. That's a possibility tho, Im not certain on direct cause. Milk is good for him so he's def not doing anything wrong there!

Definitely a myth. Tell him to keep drinking milk anyway though. Its good for other things like bones and joints which will keep the sex good when he is old.

There are dietary supplements and certain foods that are "said" to increase sperm but none of which have been scientifically verified. So it is a myth.
