 Because society has always tought us that men are "dirty" and women are "clean". Not in the literal sense ofcourse. Masterbation is seen as something that "dirty" and females are expect to be conservative and pure other wise that are looked on as "loose" or "slutty". not saying that any of this is right... it's just how a lot of people think. but more and more women are becoming liberated. so hopefully all that will change.
