Hi there.
Sometimes our own feelings get us rather mixed up and confused. You haven't said how long it's been since u guys broke up, but judging from your question, it seems not too long back.
Of course, you still feel for him if you have been regretting and wanting to get back with him ever since you called it quits. But if these feelings are rather recent, then it could be that you can't see him with another girl already, since you're apparently still single and cannot quite accept it that he seems to have moved on quickly.
I'd say you sleep over it a little before you have that talk with him.

 It sounds like you may still have some feelings for your ex, but the biggest part will more than likely be jealousy.
Your still so young, you don't need to focus all your energy on this guy, you have plenty of time to date and sooner or later you will find the right guy.
Speak to your ex and explain how you feel and I can guarantee that you won't feel the same as you do now.
