Perfectly normal. It happened a lot more to me when I was younger, about your age. I honestly don't remember when it stopped, I got so used to it I didn't care anymore unless it was an odd odor or color.
Also, if you were your panties or pants too tight it might get too steamy up there and your vagina is working hard to keep clean. I know even now if I wear tight fighting jeans or something other than cotton panties for more than a few days, I get it a little. Read up on vaginal discharge and you might get some ideas on how to make it less of a nuisance for you.

It never stops. It is the vagina cleaning itself and it is designed to do that every day. This is why there is no need to douche or to clean the inside or the vagina. Only wash the labia majora. As long as the "white gloopy substance," which is called discharge, does not smell like fish and as long as you do not itch it is fine. Now if you get a grey discharge or any odd color then you should see a doctor, except of course the brown and red blood from your period. I hope that helped you. Your mum was absolutely right.
