It was with the only real boyfriend I have ever had. I am wlling and have a lot of intereste in sex, I just never found anyone who had genuine interest in both me and sex. Well, I've heard of some people who wish to remain virgins until marriage (often for religious reasons), yet have done pretty about every sexual act out there *except* penetration. So technically, they remain virgins.
The only thing you have to make sure is that you do what YOU like to do, without any pressure. It doesn't matter what others think, only what you think and what you feel.
It's a subject lots of people will have all sorts of opinions about. Bottom line: you have to be comfortable with it, no one else.

Mutual masturbation is considered sexual, but it's not sexual intercourse so technically it isn't sex. But it's still definitely sexual in nature, and is considered to be a part of foreplay usually.
I've known people older than 21 that are virgins, some by choice. I personally don't think it's weird to be a virgin at any age.

No it's not considered sex, but it is a sexual act. Do not feel like a freak, there are many people your age who are the same. This generation is highly sexualised, but don't give in to any pressure that you may feel. Do what feels right to you.
