Blood in pre-cum is not normal at all -- get that checked out ASAP! It could be lots of things, but rather than listening to speculation on the internet GO FIND A DOCTOR.

Blood in your precum is NOT normal; it is a sign of something not right. Go to the doctor and tell them. Second, blood in your urine is also NOT normal; it can be a sign of something very wrong. Again, go to the doctor! Infection, cancer, we can't tell you what it could be, it would be a bad idea for you to ignore it.
It is normal for a male to produce pre-ejaculatory fluid; if your girlfriend isn't aware of male anatomy and physiology, it's time for her to do some research. That being said, your penis should have a condom on it when it is out and erect with her, then the pre-cum shouldn't bother her at all.
One more thing, you should NOT have any sexual contact with your girlfriend until you know what is causing the blood, as it could be an infection that will transmit to her, especially as you are not wearing a condom. GO SEE YOUR DOCTOR.

You should see a doctor about that blood. The "precum" is normal; blood is not.
