Yes it is bullying. Have you tried talking to your friend about how they feel. If they don't know they are being laughed at, just ask them whether they are ok and how life is going for them, don't mention it because if they haven't noticed it, the likelyhood is that it's not bothering them.

Yes, I would say that it's psychological bullying if a group of people constantly laugh at a person for no reason in a non-friendly way.
