 Appropriate is whatever you feel comfortable with. I would not recommend jumping into the sack with someone at that age - but kissing and making out is fine as long as you feel comfortable with the person and want to do it.
Don't feel pressured that you have to - as baby girl says people develop at different rates and feel comfortable with different things.
