Ginalolabridga's idea was great. if you dont have the money to go to a hotel, maybe while shes at work or away fro the day (maybe arrange for her friends to pick her up and take her for a day of shopping) make her a nice dinner with some champagne, and decorate the bedroom with rose petals and some candles. maybe give her a nice necklace or earrings as a present, if you are strapped for cash there are some very nice ones for under $50. you could prepare her a relaxing bubble bath and decorate the room while she is in there. any woman would love if a man did this for them!

My suggestion is to pay closer attention to your g/f's habits, needs, desires etc. Birthday ideas should be obvious if the relationship is going splendidly.
Your best bet is to personalize something for her. What is she into?
What kind of music? Maybe buy her some cd's, a book, or make her something. Maybe take some photos of beautiful scenery and frame them nicely and matte them for her. Thats personalized.
