We sometimes have water fights or play with the dogs, but we just want some more ideas, seeing as neither of us can drive the other legally(I have my license, but in my state I have to wait six months to drive somebody that is not immediate family)Any ideas for the summer would be awesome! Thank you!

Board games are good, and we ride the 4-wheeler sometimes if we're allowed. The other day we made eachothers s'mores, which was fun and a challenge! Painting or drawing something together sounds fun too.
Thank you everyone, and feel free to post more things, if not just for me but everyone else!

two person bikes all the way. Very cute. Also, go shopping and pick out clothes for each other.

Make something (a craft, refinish a piece of furniture, make a painting together)
Read a book together
Board games (They create conversation better than video games)
Hiking
Volunteer at an animal shelter, soup kitchen, etc.
Catch lightning bugs (if they exist where you live)
Lay out on a blanket in the grass in a park and nap in the sun
Attend "teen night" at the local pool/library/dance club

Things that come to my mind is the beach or summer walks in the park where you could play frisbee or plan a picnic. You two could get dropped off at the beach and picked up later if that works for you. Do you bike or roller blade? Go karts are always fun.

Board games are great. If you don't have any, pool some money together, walk to a local store, and buy one you both will enjoy. Do this a few times over the course of the summer and you will have quite a collection and hours of fun. I personally love to play Apples to Apples. It is funny, always fresh, and can even be slightly inappropriate. You really need four people to play. So, make a game night with another couple or some mutual friends. Pop in a frozen pizza or two and it's a great evening with food and fun!
Take a walk to a local park. You say you have dogs. Let them tag along, too. Maybe take a picnic with you, as well.
Window shop together. When I was young and didn't drive, my boyfriend and I would walk to nearby stores and just walk around, looking at merchandise and discussing it.
Do a craft or activity together. Paint something together or perhaps play some sort of sport. All of these can be done in the comfort of your own home or backyard. If you lack the equipment, pick some stuff up from a nearby dollar store or check out clearance items.
Get wet and wild. Put on your suits and hit up a neighbor's pool if they will allow or mess around with a sprinkler or a hose. Have some fun in the sun and relax and catch some rays.
You could always try to ask someone, like your Mom, to give you rides to places! Have fun and enjoy your summer!
