I'm in agreement that you could tell him it is ok, or even that you would like him to release. If he says that he really does not want to, then he has an aversion to this. After all, your boyfriend's comfort level is also important.

Speaking for myself, blow-jobs are over-rated. The sensation of entering a vagina is much more pleasurable, and much more likely to lead to an orgasm. So, basically it's not a problem if he doesn't cum, I'm sure he is enjoying it anyway. My philosophy in sex is that each person is responsible for their own orgasm.

 I dont think it is all about not doing it for long enough. Maybe he doesnt want to cum because he is afraid he will get it in your mouth and you would be mad.
