I really think an age gap of that amount is usually optimal, as women quite often mature faster than guys, so you being a few years older can benefit here.
Knowing what to say might be hard.. but I would just approach her and ask if she wants to get a coffee, because you would like the chance to get to know her.

There's nothing wrong with the age gap. It's only three years, that's next to nothing. So there's only one thing you can do and that's go and speak to her and find out of she's interested. Best of luck.
