Circumsision is a minor operation. Don't be afraid to have it done. If the problem you have is annoying to you or embarrassing then talk to a doctor about having it taken care of. If you keep yourself clean otherwise and you don't feel it's a real problem then don't have it done. When you are older you can still make the decision to be circumsized if it still leaves you with concern.
Blessings to you and Godspeed.

Heya!
Don't be afraid, firstly you are not alone! I have actually known a couple of people with a similar issue - it isn't entirely uncommon. The most important thing is making sure you keep yourself as clean as possible, if you can't retract the foreskin it can be a problem.
I have known a couple of friends who had this same problem, one of them did nothing about it and has a fully functioning penis. The other was braver and told their doctor, they did end up having a circumcision but that was something they were happy to have done.
I would recommend you talk to your doctor as this is obviously of some concern to you, don't worry your doctor will not tell anybody else about this problem and can't force you to have any operations. I'm sure if you are too worried to actually show your doctor - who can blame you - the description you provided on here will be more than enough for him to provide you with some advice.
Hope that helps..
