Yes, if your both over 16 and you both WANT to, then you can legally have sex. Obviously, due to this...its easy to pick up sexually transmitted infections and diseses.

I went on holiday to India once and a friendly man asked me the same question: "is it true that you Westerners can have sex with anyone you want?".
What I didn't realise is that he thought that I would therefore have sex with him. NO WAY. I WAS NOT GOING TO HAVE SEX WITH HIM. But I did have to run away, to avoid being raped.

My understanding is that men find it easier to separate love from sex, and as a result they would quite like to sleep with women without making any commitment to them.
The main thing that stops them from achieving this wanton goal is that women generally don't want to.
Sometimes a man will "strike lucky" and find a woman who agrees, but in general, women like to refrain from having sex with a man unless they have strong feelings for him and feel that some kind of commitment is involved.

There are laws in most Western countries against men harrassing women (or indeed other men) for sex (=solicitation).
There are laws against women offering sex to men for money (=prostitution).
There are laws against having sex if one of the partners does not consent (=rape).
If one of the partners is intoxicated, it is not possible to consent whilst intoxicated, and having sex with someone in that condition is rape.
Having sex with someone under age (varies from country to country - say 16 to 18) is illegal, as under age children are not deemed capable of consent.
Having sex with someone in a position of trust is generlaly illegal - e.g. a doctor cannot have sex with a patient; a teacher cannot have sex with a pupil.
Having sex with someone who is not your spouse is adultery, and whilst adultery is not illegal it is grounds for immediate divorce .
But there are no laws against having sex when you are not married if both partners consent.

In the UK, we have what you call Free Will. It means as a person you make your own choices about you own life. In some cases this is a good thing and others it can be a bad thing. I do believe that everyone should be able to make there own choices regarding who they sleep with, but should be sensible about it. A lot of people in the UK aren’t. That’s where STD's and unwanted pregnancies come from. Over in the UK there are too many One Night Stands.

Well, as Soulsista said, it's relatively free for a person to have sex with anyone they want and virginity doesn't carry as much weight as it does in other cultures (compared for example to more patriarchal cultures).
Still if a girl has had too many one-evening relationships she can be viewed as "easy". Unfairly enough, this kind of consequence doesn't apply to boys.

We do have a very liberal view of sex here, yes, especially with the younger generations. If two people meet on a night out or are friends, quite often they have sex. It's embraced by our culture, it's everywhere, even though not all people agree with it.
However, that's not to say it doesn't come with it's drawbacks: STD's are everywhere here, unwanted pregnancies go on all the time and people are often hurt and used by others. I'm all for people having fun and, provided both people consent, they can do what they want, as long as they're careful.

Here in the Uk, we can have sex with whome we please... providing we are both over the age of 16, and both consentng. However, it seems to me as if you are considering turning your back on your culture... Whilst i agree everyone should have free will, i am a great believer in culture, and strongly feel you should stick with yours... even if it is just because of the ehart ache it may cause your family.
If i am wrong about you wanting to change your culture, then forgive me!!!
all the best
