It would be better to build the foundations of a relationship before steaming in for the "finish".Stay friends, and see where things naturally go, there's no need to plan anything, when its right it right. However due to your age, i would recommend refraining from performing anything without being clothed. There's plenty of time in life to do that, and only so much time to enjoy your childhood.I didn't have sex until i turned twenty, and couldn't be happier for that fact.

Ask her on a date, but make it subtle.
Possibly to the cinema alone if she suggests a group of you going say you would prefer it if it was just the two of you, see if she gets the hint.
Remember you only have to go as far as you want to go, and if you do go 'all the way' ensure you use protection. It will come naturally to you if its right. But please the first time i ever had sex i ended up pregnant. I was one week away from being 16.
Be careful
Hope i helped.
Love
Ileana.
