Hello again. Ok so you have already started your periods.
The rest of what I said about the mirror and looking at yourself from behind with just your undies on (not fully clothed), you will see whether you have some hip curve or not.
Do this and you will see at least some sort of curve between your waist and your hip. It will at least be slightly curved.
Please read my first answer again for the rest of what I said. Read it carefully.
Because over the next few years you are going to grow into your body more as you mature into your twenties and even thirties. You will see a change.
Just be patient in the meantime. You are not finished growing yet.

Hi there. Have you reached puberty yet?
Have you starting to get your periods yet?
If you haven't, well then once puberty does start (which will probably be in the next few months to a year or two), your whole body will start to change.
One thing you could do to check what your actual shape really is, is if you have a full length mirror you can stand in front of (with your back to it), then take a hand mirror of a reasonable size (say about 6" diameter), and look at your shape from behind.
You can actually see your shape more clearly from behind than you can from the front.
For instance, haven't you even noticed how athletes (like swimmers), from the front you can see they are muscular - in their arms and chest, but when you see their backs they are really wide from their armpits down to their waist? You just can't see that from the front - you never can.
Well anyway, it's the same principle that you probably aren't aware of your waistline and hips from the front - but from the back you will see it more clearly.
Try it, I'm sure you will know what I mean, once you do.
Like "TasteofIndia" said, at the very young age you are now, you won't grow into your mature body at least until the age of around 25 years.
You are going to put on a bit more beef on your body, as a natural process of turning into a woman - probably right up until the age of about 35 years. At that point in your life, you will be at your peak in all your good looks and maturity. It's around that time, you will probably look that way for the most of the rest of your life.
As a natural consequence of this, your waist and hips will be much more curvy, with a rather well defined hip line.
So, please don't worry about what you see as missing at the moment, it really is just a case of wait and see. Your body is still growing, and has at least another 10 - 15 years of growing and maturing to do, before you see the final product, so to speak. It's a gradual process, it doesn't happen overnight. However, you will see it over the months and years - even now, as we speak.
Don't worry, it's all happening.
Please try the mirror thing, you will see what I mean. Even if the hip curve is only slight right now, it will become more as your body adds a layer of fat with growing maturity. You can be sure of that.

The only way you can make that possible is to wait. Your hips will fill out. My hips didn't fill out until I was about 20-21, then all the sudden I had a little more shape to them.
The alternative is to gain a bunch of weight. But that won't give you hips, more like love handles that kind of look like hips. That's definitely not the choice you should make.
You can't craft your bones, but your body might add some volume to your hips as you get older. No worries, sweet thing! Once you have 'em, you'll be begging for your old figure back. Embrace your body as it is!!
