 daletom brings up a good point about the Kegal exercises. My last GF would use this and no matter how I resisted, I couldn't help but cum.
When it comes to oral, I can last forever too. I think it's partially because I was conditioned by previous girlfriends to not cum in their mouth, which led me to simply not cum during oral. Although I think that often oral creates a more intense feeling when done right. But, like has been said by everyone, everybody is different, so the key is finding what makes your guy tick.

The original question really IS too general to get a good answer.
After you clarified it to be about oral sex . . . I'm a guy who usually finds it difficult to climax from oral sex. Despite cultural conditioning to the contrary, it's just not that stimulating to me. If intercourse is NOT going to happen, then she might start with oral sex on me but I'll finish by humping against her hip or thigh.
(To complete the original question . . . a girl who does her Kegel exercises very often and very regularly can decide, within about plus-or-minus 5 seconds, when her partner will climax during intercourse, if she chooses to do so.)

 There are lots of things you can do to make him cum faster during oral. Most guys I've talked to say the best thing/their favorite thing is when a girl uses her hands a lot too. As he's getting close gently cupping/massing testicles can send them over the edge. Don't forget that tongue either! Suction is generally not the most important thing. And don't forget your mouth can produce a lot of "lube" and that can take him from "yeah, feels good" to "holy crap!" levels. When you first start being with someone new, you go a lot faster, as months years go by faster, you tend to last a lot longer. But for oral some can't come at all, my boyfriend can go for over 2 hours and then I gave up and he still didn't cum ( I tried a few times and nothing) but for sex he can last from 20 to an hour and a half. TimmD is right, way too many factors to play in here. Personally, it depends on my mood. Sometimes I'm in the mood for a quickie, so 5-10 minutes is the goal. Other times we're diving in for a night of passion. Then it can go hours. I'd say an average of 15-30 minutes might be standard for a lot of guys, but since everyone is different, there is no real answer here.

 This is far from simple. Each guy is different. Each girl and her technique is different (when it comes to oral). Guys will generally cum quicker earlier on in a relationship as opposed to later on (after a few years). There are many different factors. The biggest factor, however, is mental. Orgasms (both male and female) are more mental than physical.
There is no clear cut answer as to which happens faster (oral or vaginal)

Depends on the guy and how the girl is at oral/sex. The average during sex is supposedly 2-10 minutes. I think duration also probably increases with age as men get used to holding off and learn techniques for lasting. At your age though since they aren't experienced yet, he might only last 30 seconds.
