I don't think you should say you're in a complicated situation right now (if you can avoid it). When you like someone (particularly in your teenage years) most people will cling onto any little bit of hope they have, and telling them the situation is complicated gives them the idea that eventually that might change.
I think the best approach is to tell them you are only interested in them as a friend.
