I had the same issue with my boyfriend during the first couple of months. Since we both have our own apartments, I just started taking baths with him. Or I'd say.. I want to take a shower, can you come and rub my back. Or, I'd take a shower and tell him that I had dry skin and asked him to rub lotion all over my back. And then turn around and ask for the front.
If you spend enough time around him naked, he'll jump on that asap.

 he doesnt initiate it cos he doesnt have to,as u say,u start it all the time,i know it may be hard lol but resist temptation to have sex with him,dont talk about it or anything to do with it then trust me he will start,roll reverse ad u will see a difference x
