Watching the fatty foods and staying with the lean and veggies? Are you getting excercise? Is your over-all weight right? Guys gain excess flab in different places. Some guys get it in their gut, and some, like you, get it around the old chesters. If your answers to all the above are 'yes', I will suggest a weight lifting excercise that might help. Small dumb-bells that you can comfortably lift lying flat on your back on a bench. Hold them straight out and raise them up together above you. They should be a weight that you can do ten reps with a little stress...three times, with a break between. Try this for a while. At least once a day. It should at least tighten you up and get rid of the "stretch marks" (flab). See what happens. If it doesn't work after a month or two, look at other reasons. It could be hormonal, but, as I said, this can change with maturity. Best wishes.

Hi there.
Peaches's advice is great in terms of exercise. That is the only way to tone up. However - i would go see a doctor as well - as your problem might be related to diabetes or hormonal problems.
Good luck.

Best thing to do ia tone them up. Concentrate on exercise that is for the upper torso.
bench presses an sit ups are good to do. also try doing some weight lifting while on your back. bring your arms straight up in front of you and then down to the sides.
good luck
