If you already know him quite well (things like his favourite band, favourite sports teams, what kinda films he likes etc) have a look at what events are going on in your local area or even further afield if you can travel. Find something going on that you really think he'd enjoy (and preferably that you can enjoy too) and get two tickets. Tell him that you ended up with a spare ticket for this (no need to say why at this stage) and you thought of him because you know he's into tennis/westerns/jazz/whatever and would he like to join you?
If he says yes - that's great, enjoy your it and if it keeps going well afterwards, you can always admit later that the "spare ticket" was a teensy bit of a lie and that you really wanted date him.
If he says no - then your stuck with 2 tickets so make sure it's something that you think that you'll enjoy too and get a friend to go with you instead.
If you don't know him that well yet, you'll have to strike up some casual conversations with him first to find out what he likes. But if he's shy - be gentle and subtle.

Take him aside privately, and just ask nicely if he would like to go out with you. You need to be direct with a shy guy.
