You always need to keep it in the back of your mind that if things would ever happen to go bad between the two of you, he could (not saying he would) use them against you.
The same way some boyfriends want naked or provocative pictures of us, and then if we get into a fight or break-up, they send those pictures all over kingdom come. Or, the same way some boyfriends want our panties or one of our bras, we trust them, then they take pictures of them and send it to all of their buddies.
I am not saying your boyfriend would do these things, but they are always possibilities. Just like some guys wanting them for under pillows and such. Those are the sweet guys out there and I'm sure your boyfriend is sweet adn trustworthy. I am generally a cynic, so take my view for what you will.

Here is my interpretation. He is into panties, one way or another. Your relationship includes cuddling in bed but not sex. He wants 2 things. One he wants to step it up a notch. It probably took him a while to work up the courage to ask, because of the second thing. Two, he wants to know if you will accept him knowing that he has a thing for panties.
So, please do ask him what he wants them for. He probably wants to tell you. Be prepared to accept or reject him. Yes research it. Think about if there are conditions attached to you giving him a pair. You are young, and this is new for you.
About the trophy thing. They really aren't great trophies unless you are planing on signing a pair for him. Hard to prove where he got them. To my knowledge most trophy hunters steal them. Have you noticed any missing?
To summarize. Yes it's weird. Usually pretty harmless. Not a sign he is gay. Usually a part of his life that he won't give up. Relationships are communication.

 He might want it for different reasons. He might want something that smells like you, which if you ask me is REALLY creepy. He might also want it as a trophy to display in front of his friends. You never know.
Personally I would never give in to such a weird request and just say no. You don't know where the panties might end up!!

I would ask him if they are going in his collection or what. I would ask him what he is going to do with them. I have honestly never had a man ask me that, and I have been with some characters.
