It means he wants sex without commitment. Only go to the next level if this is also what you want, you're sure that you will never develop romantic feeling for him and that are willing to lose his friendship when it's all over. I'm inclined to agree with the other aunts however and advise you not to go down this road. I did recently and it not work out well :(

He's got too many things going on in his life to get involved in. He'll either only use you for sex and keep using you, or he'll use you then move on. Let him fox his life first.

It means he's a mess and he's making no sense.
Tell him to give you a call when he sorts his head out but you won't wait for him and are off to find a guy who is over the age of 14 and not scared of girls.
DO NOT SLEEP WITH HIM. Once he's had that he'll move on to the next girl who he feels "comfortable" with.
