In both cases, the simplest way to find out what's going on, is just asking him. Not in a offended or argumentative tone,of course. Just normally- you want to find out if you are really compatible and what can you do to iron any possible kinks in your compatibility.
It could be many things. Maybe he is afraid to get you pregnant. Maybe he is a true romatic and only wants to get physical when he is sure he's really in love. Maybe is not very experienced and ashamed of his technique. Maybe he is worried about school or something and that lowers is sex drive. Who knows what else. If you don't talk about it you'll never know.
