Long hair, good waist-to-hip ratio, a pretty face with that kind of makeup that looks like she's not wearing any.
Wearing very tight clothes that completely cover the breasts is more alluring to me than cleavage, whatever the size - and for small-chested girls, it's a way to emphasize boobs even without have cleavage to flaunt.
Heels and skirts are great, and girls don't seem to wear skirts nearly often enough (I understand that it's winter now, but when summer rolls around, seriously, wear a skirt, short or long).
Smiles are great - real smiles, the ones where the eybrows go up a bit and the whole face lights up.

I like a girl who dresses professionally. Maybe that's because I work in an environment where that is the dress code, but I think it makes them look more like a lady. Not a lot of makeup, but a little. Not showing much skin, but a little. Not too much jewelery. Short to medium heels. That gets me excited.
Then again, I also like a girl who looks comfortable and good at the same time. Some nice jeans and a hoodie is also really attractive to me.
I guess it may depend on where I am and what I'm doing. I won't lie, someone showing off the goods definitely will get checked out by me, but I don't particularly like the look of it, even if I like seeing it on occasion.

It's wise to emphasise eyes OR lips, but not both: underplay whichever you feel less confident about, or alternate.

Every guy is different. As far as physical appearance goes, I enjoy a woman who hasn't packed on the make up. I've seen normally gorgeous women go overboard, making it look like a mascara shotgun went off in their face. Make up has its place, but don't be afraid to apply it very lightly. Let the guys see your true face!
I tend to look at the lips as well. Nice full lips are always beautiful accompanied with a great smile.

There are studies with eye-tracking to see what people look at. These don't lie, because they record exactly what the eye is aimed at.
It tends to show that men do NOT stare at tits BUT do look at them, along with face, belly and such features but NOT feet. Shoes are NOT a man thing.
It also shows that clear attention getters get the attention they seek. If clothing is arranged to accentuate the cleavage, then yes, men's eyes are all over it, but it also works for other parts. Is your neck your best bit, then draw attention to it, and men will look at it.
What do we like? Wrong question. What is it about YOU that we might like most, what is your best bit. Then draw their eyes towards it.

A recent study concluded that women were at their most attractive when showing no more than 40% bare flesh - much more and it seems threatening, much less and there's not much to be interested in!
